The HPD program that fixes immediately hazardous conditions when owners will not, and bills the owner; unpaid charges become liens.

When a Class C condition goes uncorrected, HPD does not only wait and fine. Through the Emergency Repair Program the agency can hire its own contractor, make the repair, and bill the owner for the work plus an administrative fee. Unpaid ERP charges become tax liens against the property, collected like unpaid property tax, which is the kind of debt that eventually forces a sale.
