HPD's annual program for the most distressed buildings: comprehensive inspections, city-performed repairs at the owner's expense, and fees until discharge.

Each year HPD selects a set of buildings with the worst concentrations of open hazardous violations. Enrollment is not voluntary. The program brings building-wide inspections, orders to correct underlying conditions rather than symptoms, HPD-performed repairs billed to the owner with fees on top, and discharge criteria the owner must meet to get out.

AEP exists for owners on whom individual violations made no impression, and appearing in it is one of the strongest negative signals a building can carry.
