OATH is not an enforcement agency; it is the tribunal the enforcement agencies bring their summonses to. A respondent can fight the charge, admit it, or fail to appear. The hearing outcome, the penalty imposed, and the balance still owed all become public record, and they are among the most direct measures of how a building's owner behaves when the city charges them with something.
