Borough, Block and Lot
The tax-lot identifier for a piece of New York City land: one digit of borough, five of block, four of lot.
Where the BIN names a structure, the BBL names the land under it. Property taxes, deeds, liens and ownership records key on the BBL; building-level enforcement keys on the BIN. One lot can hold several buildings, and one building can (rarely) span lots, which is why the two systems coexist.
When a violation record carries both, this site uses the BIN to attach it to a building page. Records with only a BBL or only an address are resolved to a BIN where the city's geocoding allows it.
