OATH / ECB
OATH is not an enforcement agency; it is the administrative court the enforcement agencies bring their summonses to. When DOB, FDNY, DSNY, DEP or another agency writes a summons, OATH hears the case, decides it, and imposes the penalty. Older records call these ECB violations, after the Environmental Control Board that OATH absorbed, and the datasets still carry both names.
The OATH record is where owner behavior is most visible. A respondent can contest a charge, admit it, or ignore it; ignoring it produces a default judgment at or near the maximum penalty, docketed against the property. Defaults accumulate for years because the city's collection is slow, and a building carrying a six-figure default balance is telling you exactly how its owner treats enforcement.
This site shows each building's OATH cases with hearing outcomes in plain words, penalties imposed, and balances as the city publishes them.
