HPD
HPD polices the inside of occupied homes. Its inspectors respond to 311 complaints about heat, hot water, pests, leaks, lead paint and disrepair, and when they confirm a condition they write a violation under a section of the Housing Maintenance Code, classed A, B or C by severity. HPD also runs the property registration system, sues owners in Housing Court, makes emergency repairs at owners' expense, and enrolls the most distressed buildings in the Alternative Enforcement Program.
An HPD violation is an order to correct, not a fine by itself. The owner is expected to fix the condition and certify the correction by the deadline on the notice; penalties come later, through litigation, if the order is ignored. That structure is why the most informative HPD numbers are not raw counts but the gap between the legal deadline and the median actual repair, which this site computes per code section.
