DSNY polices the sidewalk and curb line: trash set-out and containerization rules, recycling, dirty sidewalks, snow and ice removal. Its summonses attach to the property and are decided at OATH, and by volume DSNY is one of the largest writers of summonses in the city.
Sanitation summonses are small individually and informative in aggregate. A building that collects them weekly has an operations problem an owner is not solving, and the unpaid balances accumulate like any other OATH judgment.
